Security News: Statement from Assistant Attorney General Jonathan Kanter on the District Court’s Decision in U.S. v. U.S. Sugar and Imperial Sugar

Assistant Attorney General Jonathan Kanter issued the following statement regarding the District Court’s decision today in U.S. v. U.S. Sugar and Imperial Sugar.

“We are disappointed in the court’s decision not to block this merger, which would combine the world’s largest sugar cane refiner with one of its primary competitors in the Southeastern United States and increase reliance on foreign imports. Further consolidation in the market for this important kitchen staple will have real-world consequences for millions of Americans. We are reviewing the opinion and will determine next steps shortly. We are, as always, grateful for the Antitrust Division staff’s tireless work protecting and promoting competition.”

Defense News: Navy’s SSP Director Vice Adm. Johnny Wolfe Pays Respects Her Late Majesty Queen Elizabeth II

“I was honored to pay my respects to Her Majesty on behalf of the Navy and the Strategic Systems Programs team,” Wolfe said. “She was a leader who was dedicated to her country and its people, a steadfast advocate of the rules-based international order, and a torchbearer who safeguarded the special relationship between the United States and the United Kingdom.”

Vice Adm. Wolfe’s official participation in these historic events represented the enduring and special relationship between the U.S. and the UK and, specifically, the working partnership the two nations share under the Polaris Sales Agreement (PSA), an international agreement established between the U.S. and the UK in April 1963.

As a part of his responsibilities as Director, SSP, Vice Adm. Wolfe serves as the U.S. Project Officer for the PSA. The agreement allows the UK to purchase a U.S.-developed submarine launched ballistic missile system to support an independent submarine nuclear deterrent force for the UK.

The PSA originally provided for the sale of the U.S. Polaris Strategic Weapon System including Polaris missiles (less warheads)—together with engineering services—to be installed aboard a UK-designed and constructed RESOLUTION class Fleet Ballistic Missile Submarine.

In the 1980s, the U.S. began launching the OHIO-class SSBNs and embarked on a program to develop the Trident II D5 Strategic Weapon System. Through an exchange of letters between Prime Minister Margaret Thatcher and President Ronald Reagan in 1982, the U.S. and UK agreed to amend the PSA to allow for the sale of the Trident II SWS to the UK. The TRIDENT II D5 sale provided major technological advances to the UK deterrent force including greater range, accuracy, and throw-weight.

Today, the UK deploys the Trident II SWS aboard the VANGUARD class SSBN fleet. As the U.S. and UK continue to develop their successor classes of SSBNs (the COLUMBIA-Class for the U.S. and DREADNOUGHT-Class for the UK), U.S. and UK engineers have worked under the auspices of the PSA to develop a Common Missile Compartment (CMC). The CMC will support today’s Trident II D5 SWS, which will deploy as the initial loadout on both classes of SSBNs. The agreement remains strong and continues to serve each nation’s defense interest.

“We look forward to continuing this important mission with the United Kingdom,” Wolfe said. “The Polaris Sales Agreement remains a significant tenant of sustaining common Strategic Weapons Systems today and providing the next generation of security for our nations through Sea-Based Strategic Deterrence.”

SSP develops and deploys the nation’s Sea-Based Strategic Weapons Systems. The program directs the end-to-end effort of the Navy’s Strategic Weapons Systems which includes requirements for training, systems, equipment, facilities, and personnel. The program also fulfills the terms of the U.S.-UK Polaris Sales Agreement.

Ishee visited the flagship and the supporting staffs of Carrier Strike Group (CSG) 10, George H.W. Bush Carrier Strike Group (GHWBCSG) while the strike group was underway in the Adriatic Sea.

“Your warfighting spirit shines through the material condition of this ship and the way I see your team operate together,” said Ishee. “Our nation, the NATO alliance, and our others allies and partners around the world continue to rely on the high level warfare capability that George H.W. Bush Carrier Strike Group brings to maintain freedom of navigation in international waters, deter aggression, defend our nation, and the alliance, support our partners in Europe and Africa.”

During the visit, Ishee hit the deckplates to meet the crew and recognize exceptional Sailors of GHWBCSG.

“You are making a worldwide impact. I am very proud of the operations conducted thus far,” said Ishee. “In the coming months, you will continue to work with our allies and partners in the region as we work to improve stability and security, while being prepared to fight tonight to defend our nation and Allies if called to do so.”

CSG-10, GHWBCSG, is on a scheduled deployment in the U.S. Naval Forces Europe-Africa (NAVEUR-NAVAF) area of operations, employed by U.S. Sixth Fleet to defend U.S., allied and partner interests.

“Our team worked diligently to prepare for this deployment, and were fortunate to train with our NATO allies and friends aboard the Italian ship Caio Duilio during that time,” said Rear Adm. Dennis Velez, commander, CSG-10 , GHWBCSG. “The trust we built across our Strike Group, with our allies and partners both in training and now on deployment is our competitive edge. We are stronger when we work together, and we look forward to working with our Spanish and French allies aboard ESPS Juan Carlos I (L-61) and FS Charles de Gaulle.”

While in the NAVEUR-NAVAF area of operations, ships within CSG-10 have had port visits in Split, Croatia and Jijel, Algeria, increased interoperability with Italian ship ITS Caio Duilio, and Carrier Air Wing (CVW) 7 participated in combined operations with Spain and Greece.

“As the flagship of CSG-10, Team Avenger – the warriors who are the leaders, teachers and ambassadors of our nation – are performing brilliantly with our partners and allies,” said Capt. David Pollard, commanding officer of George H.W. Bush. “They are representing our families, our communities, and our nation by exemplifying our namesake’s legacy of service, grit, humility, and resilience. It is a tremendous responsibility, and one we carry with great pride.”

The Nimitz-class aircraft carrier George H.W. Bush is the flagship of CSG-10, GHWBCSG. CSG-10 is comprised of George H.W. Bush, CVW-7, Destroyer Squadron (DESRON) 26, the Information Warfare Commander, and the Ticonderoga-class guided-missile cruiser USS Leyte Gulf (CG 55).

The ships of DESRON 26 within CSG-10 are USS Nitze (DDG 94), USS Farragut (DDG 99), USS Truxtun (DDG 103), and USS Delbert D. Black (DDG 119).

The squadrons of CVW-7 embarked aboard George H.W. Bush are the “Sidewinders” of Strike Fighter Squadron (VFA) 86, the “Jolly Rogers” of VFA-103, the “Nighthawks” of VFA-136, the “Pukin Dogs” of VFA-143, the “Bluetails” of Carrier Airborne Early Warning Squadron (VAW) 121, the “Patriots” of Electronic Attack Squadron (VAQ) 140, the “Nightdippers” of Helicopter Sea Combat Squadron (HSC) 5, and the “Grandmasters” of Helicopter Maritime Strike Squadron (HSM) 46.

Security News: Two Drug Traffickers Receive Federal Prison Sentences Totaling Over 30 Years

SHREVEPORT, La. – Two defendants have been sentenced for their involvement in the trafficking of methamphetamine in the Shreveport/Bossier City area, announced United States Attorney Brandon B. Brown. United States District Judge Donald E. Walter sentenced both defendants as follows:

Justin Lamar Shealey, 40, of Bossier City, Louisiana, was sentenced to 210 months (17 years, 6 months) in prison, followed by 5 years of supervised release, on drug trafficking charges.  His co-defendant, John Chaz Bernos, 39, was previously sentenced on August 26, 2022 to spend 162 months (13 years, 6 months) in prison, followed by 5 years of supervised release.

Shealey and Bernos each pleaded guilty to conspiracy to possess with intent to distribute methamphetamine. On February 24, 2021, Louisiana State Police troopers conducted a traffic stop of Bernos. At the time of the stop, Bernos had an active arrest warrant outstanding. Troopers searched the vehicle Bernos was driving and discovered methamphetamine, marijuana, testosterone, and other assorted prescription pills. Bernos was arrested and later admitted to law enforcement officers with the U.S. Drug Enforcement Administration (DEA) that he purchased the methamphetamine and had intended to distribute to others. The methamphetamine was sent to the DEA laboratory for analysis and determined to be 61.8 grams of pure methamphetamine.

Further investigation led DEA agents to Shealey after learning he had sold methamphetamine out of his vehicle. Agents found Shealey at a local casino and received consent to search his vehicle. Inside, they found that he had over 600 grams of methamphetamine in the vehicle. Shealey later admitted to agents that he had been purchasing the methamphetamine in the Dallas area and would bring it back to the Shreveport/Bossier City area for distribution.  

This case was investigated by the DEA and Louisiana State Police and prosecuted by Assistant U.S. Attorney Robert F. Moody.

Security News: Mississippi Man Charged with Federal Hate Crime for Cross Burning

The Justice Department announced that Axel C. Cox, 23, has been charged with hate crime and arson violations for burning a cross in his front yard to threaten, interfere with and intimidate a Black family in Gulfport, Mississippi.

According to court documents, Cox is charged with one count of criminal interference with the right to fair housing and one count of using fire to commit a federal felony. The indictment alleges that on Dec. 3, 2020, Cox threatened, intimidated and interfered with a Black family’s enjoyment of their housing rights. According to the indictment, Cox burned a cross in his front yard, and used threatening and racially derogatory remarks toward his Black neighbors. Cox allegedly chose to burn the cross because of the victims’ race.

If convicted, Cox faces up to 10 years in prison for interfering with the victims’ housing rights and a mandatory minimum of 10 years in prison, consecutive to any other sentence, for using fire to commit a federal felony. Cox also faces a fine of up to $250,000 with respect to each charge.

Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division, U.S. Attorney Darren J. LaMarca for the Southern District of Mississippi and Special Agent in Charge Jermicha Fomby for the FBI Jackson Field Office made the announcement.

Assistant U.S. Attorney Andrea Cabell Jones for the Southern District of Mississippi and Trial Attorney Noah Coakley II of the Justice Department’s Civil Rights Division are prosecuting the case.

An indictment is merely an allegation, and the defendant is presumed innocent unless and until proven guilty beyond a reasonable dou
