Security News: Hot Springs Man Sentenced to Over 12 Years in Federal Prison for Drug Trafficking

HOT SPRINGS – A Hot Springs man was sentenced yesterday to 151 months in prison followed by three years of supervised release on one count of Distribution of Methamphetamine. The Honorable Chief Judge Susan O. Hickey presided over the sentencing hearing in the U.S. District Court in Hot Springs.

According to court documents, in July of 2020, detectives with the 18th East Judicial Drug Task Force received information that Richard Allen Stapleton (aka Ricky), age 46, was trafficking large quantities of methamphetamine in Garland County.  Later that month, detectives were able to conduct multiple controlled purchases of methamphetamine from Stapleton.

The methamphetamine was tested by the Drug Enforcement Administration laboratory and confirmed to be pure methamphetamine.

U.S. Attorney David Clay Fowlkes of the Western District of Arkansas made the announcement.

The 18th East Judicial District Drug Task Force, Homeland Security Investigations Little Rock, the Drug Enforcement Administration, and the 18th East Judicial District Prosecuting Attorney’s Office investigated the case investigated the case.

Assistant U.S. Attorney David Harris prosecuted the case.

The port visit provides an opportunity to further strengthen the enduring relationship between the United States and Greece, and allow the Sailors of GHWBCSG a chance to experience the allied nation’s culture.

“The defense and security cooperation between the United States and Greece is at an all-time high. We value the relationship we have with our Greek allies and the bases and support facilities at Souda Bay continue to serve as a “crown jewel” in the eastern Mediterranean Sea that enable U.S. and NATO missions, interoperability, and security in the region,” said Rear Adm. Dennis Velez, commander, CSG-10, GHWBCSG. “We are stronger when we work together with our allies, and also when we build upon the already strong relationships we have with them.”

During their time in port, Sailors will depart the ship to experience and appreciate the people and culture in and around Souda Bay. It will be the ship’s first port visit since departing Norfolk on Aug. 10, 2022 for a planned deployment.

“Our Sailors know the importance of our responsibility to represent our families, cities, states, and shipmates as Ambassadors wherever we go, and we look forward to enjoying a well-deserved port visit with our friends in Souda Bay,” said Capt. Dave Pollard. “We value the importance of the relationships we have with our allies, and we look forward reinforcing and building upon that foundation.”

The ship’s Morale, Welfare, and Recreation (MWR) team worked with local and regional partners to line up a variety of tours and daytrips for Sailors to experience the region. Trips include a daylong hikes and trips to well-known historical and cultural sites.

In addition to MWR trips, Sailors will also have the opportunity to participate in clean-up events organized with and through local officials.

“It will be good to spend time in a beautiful country enjoying the local food, art, and history to recharge from being on the ship,” said Aviation Boatswain’s Mate (Handling) First Class Jose Mercado, George H.W. Bush’s Sailor of the Year. “But we know it’s also important to give back to the local community while we have these opportunities to enjoy the culture and learn about regional history.”

CSG-10, GHWBCSG, is on a scheduled deployment in the U.S. Naval Forces Europe-Africa area of operations, employed by U.S. Sixth Fleet to defend U.S., allied and partner interests.

George H.W. Bush is the flagship of CSG-10 and the GHWBCSG. CSG-10 is comprised of George H.W. Bush, Carrier Air Wing (CVW) 7, Destroyer Squadron (DESRON) 26, the Information Warfare Commander, and the Ticonderoga-class guided-missile cruiser USS Leyte Gulf (CG 55).

The ships of DESRON-26 within CSG-10 are the Arleigh Burke-class guided-missile destroyers USS Nitze (DDG 94), USS Farragut (DDG 99), USS Truxtun (DDG 103), and USS Delbert D. Black (DDG 119).

The squadrons of CVW-7 embarked aboard George H.W. Bush are the “Jolly Rogers” of Strike Fighter Squadron (VFA) 103, the “Pukin Dogs” of VFA-143, the “Bluetails” of Carrier Airborne Early Warning Squadron (VAW) 121, the “Nightdippers” of Helicopter Sea Combat Squadron (HSC) 5, the “Sidewinders” of VFA-86, the “Nighthawks” of VFA-136, the “Patriots” of Electronic Attack Squadron (VAQ) 140, and the “Grandmasters” of Helicopter Maritime Strike Squadron (HSM) 46.

Security News: Jefferson County Man Pleads Guilty to Distributing Methamphetamine

PITTSBURGH, PA – A resident of Big Run, Pennsylvania, pleaded guilty in federal court to violation of federal narcotics laws related to a nine-month Title III wiretap investigation into drug trafficking in and around the counties of Jefferson, Clearfield, and Allegheny, United States Attorney Cindy Chung announced today.

Darren Douglas, age 37, pleaded guilty to one count of conspiracy to distribute and possesses with intent to distribute 500 grams or more of a mixture and substance containing a detectable amount of methamphetamine before United States District Judge Christy Criswell Wiegand. Douglas was one of 47 defendants charged in six related indictments as part of the Return to Sender investigation.

In connection with the guilty plea, the court was advised that Douglas was a methamphetamine distributor who obtained between 1.5 kilograms and 5 kilograms of methamphetamine as part of a large-scale methamphetamine distribution conspiracy and redistributed it to methamphetamine users.

Judge Wiegand scheduled sentencing for Douglas on Feb. 8, 2023, at 10:00 a.m. The law provides for a sentence of not less than ten years to a maximum of life in prison, a fine not to exceed $10,000,000, or both. Under the Federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offense and the prior criminal history, if any, of the defendant.

The court ordered that the defendant remain on bond pending sentencing.

Assistant United States Attorneys Jonathan D. Lusty and Michael R. Ball are prosecuting this case on behalf of the government.

The Drug Enforcement Administration led the multi-agency investigation of this case, which also included the Homeland Security Investigations, United States Postal Service – Office of Inspector General, United States Postal Inspection Service, Internal Revenue Services, Pittsburgh Bureau of Police, Allegheny County Police, and Pennsylvania State Police. Also assisting were the Jefferson County District Attorney’s Office, Clearfield County District Attorney’s Office, and the Clarion Borough Police Department.

This prosecution is a result of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles high-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten communities throughout the United States. OCDETF uses a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

U.S. General Services Administration Awards Contract for Silvio V. Mollo Federal Building Modernization

NEW YORK CITY – The U.S. General Services Administration (GSA) Northeast and Caribbean Region has awarded a Construction Manager as Contractor (CMc) contract to Turner Construction for the modernization of the Silvio V. Mollo Federal Building.

Under the CMc contract, Turner Construction will provide construction expertise during the design phase with a Guaranteed Maximum Price in the amount of $236 million. Turner is a North America-based, international construction services company and is a leading builder in diverse market segments.

Constructed in 1974, and located in the Civic Center District of Manhattan, the 10-story Silvio J. Mollo Federal Building at 1 St. Andrew’s Plaza houses the offices of the U.S. Attorney’s Office for the Southern District of New York.

The project will include the following sustainable features:

  • LEED Platinum certification
  • Net-zero carbon certification from the International Living Future Institute
  • Fully electric-powered building (with renewable utility sources)
  • Rooftop photovoltaics (solar panels)
  • Dedicated outdoor air system to improve indoor air quality by removing contaminants from outdoor air and help address building humidity levels
  • High-performance facade to provide maximum natural light to building tenants and improve building temperature control
  • Water reuse system for the cooling tower.

Design is scheduled for completion by January 2024.

GSA and Veterans Affairs break ground on new outpatient clinic

PHILADELPHIA — Today, the U.S. General Services Administration and the Department of Veterans Affairs, Hampton VA Medical Center broke ground on a new health care center in Chesapeake, Virginia. This new state-of-the-art facility will improve veterans’ access to outpatient services such as primary care, mental health and eye clinic services. The facility will also provide new specialty care and advanced imaging services and reduce drive times for many Hampton Roads-area veterans.

The lease includes approximately 196,000 rentable square feet with 1,050 parking spaces. GSA and Hampton VA Medical Center leadership were joined by local and state officials for the ceremony.

“We are excited for the construction of our new Healthcare Center. 68% of our Veterans reside on the south side and this facility will increase our capabilities to better serve our Veterans with the care they deserve,” said Dr. Taquisa K. Simmons, Executive Director, Hampton VA Healthcare System.

“GSA is proud to partner with the VA to deliver this facility to provide important healthcare services to the large and growing veterans community in the Chesapeake area,” said Nina Albert, Commissioner of GSA’s Public Buildings Service.

“As the veteran population continues to grow in Hampton Roads, we need to make sure we have the facilities and capabilities to offer the highest level of care,” said Senator Mark Warner. “I have been working for years to secure the lease for this facility, as well as for clinics across the country, and I am so proud to finally break ground on this facility, so that after years of serving our country, veterans can receive the care they deserve.”

The lease includes a subcontracting plan for the construction phase of the project. The goal will be for 17.5% of planned subcontracting dollars to be awarded to small businesses. Substantial completion of the facility is expected in summer 2024.
