GSA to host public scoping meeting for 202-220 South State Street

CHICAGO ㅡ The U.S. General Services Administration will host a public scoping meeting in support of an Environmental Impact Statement to address the future of the four buildings at 202, 208-212, 214, and 220 S. State St., adjacent to the Dirksen U.S. Courthouse in downtown Chicago.

The public is encouraged to attend and participate in the meeting on Thursday, Nov. 10, 2022, 4-7 p.m. CT, at the Morrison Conference Center on the second floor of the Ralph H. Metcalfe Federal Building, 77 W. Jackson Blvd., Chicago.

The public will have an opportunity to learn more about the project and provide input. The public may also submit written comments via email to statestreet@gsa.gov or by mail to Joseph Mulligan, General Services Administration, 230 S. Dearborn St., Suite 3600, Chicago, Illinois, 60604. Comments must be received by Monday, Dec. 12, 2022.

The purpose of the scoping meeting is to obtain input on impacts and alternatives that should be addressed in the EIS GSA is preparing.

The National Historic Preservation Act Section 106 process will also be initiated during the scoping meeting, and those interested in participating in the consultation process will be invited to express their interest during the meeting. Consulting parties are those that have consultative roles in the Section 106 process, including state historic preservation officers; tribal historic preservation officers; Indian tribes; representatives of local governments; applicants for federal assistance, permits, licenses, and other approvals; the Advisory Council on Historic Preservation; and other individuals and organizations with a demonstrated interest in the undertaking or the affected historic properties (36 CFR 800.2). If you or your consulting party are unable to attend but would like to be considered for the NHPA Section 106 consulting process, send an expression of interest to statestreet@gsa.gov by Dec. 12, 2022.

All four properties, for which Congress has appropriated funds for demolition, reside in the Loop Retail Historic District listed in the National Register of Historic Places. Two of the four buildings, the Century Building at 202 S. State St. and the Consumers Building at 220 S. State St., are contributing elements to the historic district.

GSA will establish a meeting schedule for consulting parties and host a follow-up public hearing in spring 2023.

Defense News: Readout of U.S. Chief of Naval Operations Adm. Mike Gilday Meeting with Vietnam’s Chief of Navy Rear Adm. Tran Thanh Nghiem

Today, Chief of Naval Operations Adm. Mike Gilday met Vietnam’s Chief of Navy Rear Adm. Tran Thanh Nghiem aboard the Japanese Maritime Self-Defense Force helicopter destroyer JS Izumo (DDH-183) in the Pacific Ocean, as part of his trip to the Indo-Pacific region to attend the International Fleet Review and Western Pacific Naval Symposium. 

The two leaders discussed the vital role of naval forces and interoperability in an era of strategic competition. Gilday shared the U.S. Navy’s commitment to building regional security and partnerships. 

U.S. and Vietnamese naval forces regularly operate together. Notably, both navies participated in exercise Pacific Partnership this year, the largest annual multinational humanitarian assistance and disaster relief preparedness mission conducted in the Indo-Pacific. 

This was the first meeting between the Gilday and Nghiem.

Today, Chief of Naval Operations Adm. Mike Gilday met with the Commander-in-Chief of the Royal Thai Navy Adm. Cherngchai Chomchoengphaet aboard the Japanese Maritime Self-Defense Force helicopter destroyer JS Izumo (DDH-183) in the Pacific Ocean, as part of his trip to the Indo-Pacific region to attend the International Fleet Review and Western Pacific Naval Symposium.

The U.S. and Thailand relationship runs deep. As the oldest U.S. treaty ally in Southeast Asia, the two leaders discussed their nations’ deep and broad relationship. They also affirmed the importance of Thailand and the Royal Thai Navy’s leadership in support of the international rules based order and expressed commitment for continued cooperation between the two navies.

The U.S. and Royal Thai Navies regularly operate together. Notably, Thailand hosts exercise Cobra Gold, an annual Combined Joint Task Force and joint theater security cooperation exercise conducted in the Kingdom of Thailand to strengthen the U.S.-Thai alliance.

This was the first meeting between Gilday and Cherngchai.

Today, Chief of Naval Operations Adm. Mike Gilday met with Australian Chief of Navy Vice Adm. Mark Hammond in Tokyo, Japan, as part of his trip to the Indo-Pacific region to attend the International Fleet Review and Western Pacific Naval Symposium. 

Gilday and Hammond discussed progress of the trilateral security partnership between the U.S., the U.K. and Australia signed in September 2021 known as AUKUS, which was implemented to develop and provide joint advanced military capabilities to promote security and stability in the Indo-Pacific region. 

Gilday reaffirmed the U.S. commitment to the peace and prosperity of the region in order to secure a free and open Indo-Pacific.  

The two navies regularly operate together during flagship theater exercises like Pacific Partnership, Rim of the Pacific and Australian-led Kakadu. 

Gilday last saw Hammond when he hosted him in Washington, D.C., in September 2022. 

Security News: Readout of U.S. Attorney General Merrick B. Garland’s Meeting with Belgian Deputy Prime Minister and Minister of Justice Vincent Van Quickenborne

U.S. Attorney General Merrick B. Garland met Wednesday in Washington, D.C., with Belgian Deputy Prime Minister and Minister of Justice Vincent Van Quickenborne.

In the meeting the Attorney General and Minister Van Quickenborne acknowledged and committed to strengthening the extraordinary law enforcement relationship between the United States and Belgium. 

The leaders discussed their joint law enforcement efforts, which have resulted in the successful investigation and prosecution of transnational organized crime, drug trafficking, and terrorism, among others. They also discussed cooperation in investigating and prosecuting Russian war crimes in Ukraine.

“Our ability to combat transnational crime and protect Americans from threats to our national security depends on the strength of our international partnerships,” said Attorney General Garland. “Belgium has been an invaluable law enforcement partner to the United States, and we look forward to finding ways to deepen our collaboration and coordination as we work together to keep our citizens safe and uphold the Rule of Law.”

Both leaders also agreed to enhance cross-Atlantic collaboration and information sharing to further disrupt transnational organized crime and drug trafficking, deny safe haven to violent criminals, and counter domestic and foreign terrorism.

Yesterday, FBI Director Christopher Wray and DEA Administrator Anne Milgram held separate meetings with Minister Van Quickenborne to discuss efforts to combat transnational organized crime, terrorism, and drug trafficking.
