Timothy Langan Named Assistant Director of the Counterterrorism Division

Director Christopher Wray has named Timothy Langan as the assistant director of the Counterterrorism Division at FBI Headquarters in Washington, D.C. Mr. Langan has served as the special agent in charge of the Kansas City Field Office in Missouri since 2019.

Mr. Langan began his career with the FBI in 1998 as a special agent in the Dallas Field Office, where he investigated Mexican drug trafficking organizations and international terrorism. He also served on the SWAT team. He moved to the Washington Field Office in 2003, where he worked protective operations. Mr. Langan was a firearms and tactical instructor in Dallas and Washington.

In 2007, Mr. Langan was promoted to supervisory special agent and assigned to the Safe Streets and Gang Unit at FBI Headquarters. As a program manager, he supported gang investigations throughout the country. In 2009, he was promoted to legal attaché in Sofia, Bulgaria, which also covers Albania and Macedonia.

Mr. Langan returned to the U.S. in 2013 and reported to the Nashville Resident Agency of the Memphis Field Office in Tennessee to lead a squad investigating public corruption, civil rights, and complex financial crimes. He was promoted in 2016 to assistant special agent in charge of the criminal enterprise branch at the Miami Field Office.

Mr. Langan was named section chief in the International Operations Division in 2018, overseeing operational units covering Africa, Asia, and the Middle East. He also served as the division’s acting deputy assistant director.

Prior to joining the FBI, Mr. Langan served in the U.S. Marine Corps and was a police officer and detective in St. Charles, Missouri.

James “Robert” Brown Named Assistant Director of the Operational Technology Division

Director Christopher Wray has named James “Robert” Brown as the assistant director of the Operational Technology Division at FBI Headquarters in Washington. Mr. Brown has served as the special agent in charge of the Louisville Field Office in Kentucky since 2018.

The Operational Technology Division provides technology-based solutions to enable and enhance the FBI’s intelligence, national security, and law enforcement operations.

Mr. Brown began his career as a special agent in 2002. In his first assignment, he investigated organized crime in the Miami Field Office, where he also served on the SWAT team and was a firearms instructor. In 2007, Mr. Brown moved to the Washington Field Office, where he served on the Attorney General’s Protective Detail.

Mr. Brown was promoted to supervisory special agent in 2009 and later to chief of the Transfer Unit in the Human Resources Division at Headquarters.

In 2011, Mr. Brown was promoted to lead the Raleigh Resident Agency, a satellite of the Charlotte Field Office in North Carolina. He led complex investigations targeting gangs and public corruption, led the Joint Terrorism Task Force, and supervised terrorism investigations and the weapons of mass destruction program.

Mr. Brown was promoted to assistant special agent in charge of the Columbia Field Office in South Carolina in 2014. He oversaw the FBI’s response and investigation of a mass shooting at the Emanuel AME church in Charleston in 2015.

In 2016, Mr. Brown was promoted to section chief in the Criminal Investigative Division at Headquarters. As section chief, he managed investigations of—and the collection of intelligence about—transnational criminal organizations based in the Western Hemisphere. In 2017, he was named deputy assistant director for the Weapons of Mass Destruction Directorate.

Mr. Brown graduated from The Citadel, The Military College of South Carolina. He also earned a master’s in public administration from Norwich University. Prior to joining the FBI, he was a deputy sheriff for nine years.

FBI Media Alert: FBI Reviews Agent-Involved Shooting

The FBI is reviewing an agent-involved shooting that occurred in a parking lot in the 2000 block of Wyoming Boulevard NE in Albuquerque at approximately 11 a.m. Wednesday, July 14, 2021.

A team of FBI special agents and task force officers were executing federal search warrants and making an arrest at the time in a violent crime case.

A male subject was shot and is deceased. His identity will not be released at this time.

An FBI agent was wounded but is expected to recover.

In accordance with FBI policy, the shooting incident is under investigation by the FBI’s Inspection Division.

The review process is thorough and objective and is conducted as expeditiously as possible.

Because this is an ongoing investigation, no further information will be released at this time.

FBI Statement in Response to Inspector General Report

The FBI has provided the following statement in response to the Department of Justice’s Office of the Inspector General report titled “Investigation and Review of the Federal Bureau of Investigation’s Handling of Allegations of Sexual Abuse by Former USA Gymnastics Physician Lawrence Gerard Nassar.”

As the Inspector General made clear in today’s report, this should not have happened. The FBI will never lose sight of the harm that Nassar’s abuse caused. The actions and inactions of certain FBI employees described in the report are inexcusable and a discredit to this organization. The FBI has taken affirmative steps to ensure and has confirmed that those responsible for the misconduct and breach of trust no longer work FBI matters.

Prior to today, the FBI initiated improvements to make sure that serious allegations, such as these, are promptly shared with our law enforcement partners and within the FBI. As a continuation of these efforts, the FBI is fully committed to implementing all of the recommendations made by the Inspector General.

We will take all necessary steps to ensure that the failures of the employees outlined in the report do not happen again.

Thomas J. Sobocinski Named as Special Agent in Charge of the Baltimore Field Office

Director Christopher Wray has named Thomas J. Sobocinski as special agent in charge of the Baltimore Field Office. Mr. Sobocinski most recently served as deputy assistant director of the International Operations Division at FBI Headquarters in Washington.

Mr. Sobocinski joined the FBI as a special agent in 1998 and reported to the Fayetteville Resident Agency of the Charlotte Field Office in North Carolina, where he worked violent crime. His focus shifted to counterterrorism cases after the 9/11 attacks. In 2005, he was promoted to supervisory special agent and assigned to the Counterterrorism Division at Headquarters to work in the International Terrorism Operations Section.

In 2007, Mr. Sobocinski was appointed the FBI’s senior liaison to the Department of Homeland Security. He transferred to the Washington Field Office as a counterterrorism supervisory special agent in 2008.

Mr. Sobocinski embarked on a the first of a series of foreign assignments in 2009, when he was appointed assistant legal attaché in Kabul, Afghanistan. He was promoted to legal attaché in Cairo, Egypt, in 2011, then moved to London in 2013 to serve as the deputy legal attaché.

In 2016, Mr. Sobocinski was appointed as the assistant special agent in charge of the Intelligence Branch at the Washington Field Office and was promoted to section chief in the Counterterrorism Division at Headquarters in 2018.

In 2019, he was appointed the deputy assistant director of the International Operations Division.

Prior to joining the FBI, Mr. Sobocinski was a police officer and special agent with the U.S. Secret Service. He earned his bachelor’s degree in sociology and political science from the Purdue University and a master’s degree in security studies from the Naval Postgraduate School, Center for Homeland and Defense Security.
