Rachel Rojas Named Assistant Director of the Insider Threat Office

Director Christopher Wray has named Rachel Rojas as the assistant director of the Insider Threat Office at FBI Headquarters in Washington, D.C. Ms. Rojas most recently served as the special agent in charge of the Jacksonville Field Office in Florida. 
 
The Insider Threat Office is the FBI’s central strategic coordinating component for all insider threat issues. 
 
Ms. Rojas joined the FBI in 1996 as an investigative specialist for the New York Field Office. She successfully applied to become a special agent and completed her academy training in 2000. As an agent, Ms. Rojas returned to New York to investigate administrative and drug matters. After 9/11, she investigated financing data and communications tied to the attack. 
 
In 2005, Ms. Rojas was promoted to a supervisory special agent and transferred to the Terrorism Financing Operations Section of the Counterterrorism Division at FBI Headquarters. She returned to New York in 2007 to oversee the applicant program, then moved to focus on mortgage and bank fraud. 
 
In 2012, she was promoted to assistant special agent in charge of New York’s Criminal Division. She was responsible for overseeing complex financial crime threats, public corruption, civil rights, health care fraud, and other issues. The next year, Ms. Rojas was named assistant special agent in charge over New York’s Violent Criminal Threat Branch, managing the Safe Streets gang and violent crime task forces, bank robberies, fugitives, human trafficking, and other programs. 
 
Ms. Rojas returned to FBI Headquarters in 2015 as a section chief in the Security Division, responsible for the physical and technical protection of FBI personnel, facilities, information, and operations worldwide. In 2019, Ms. Rojas became the FBI’s first Latina special agent in charge when she was appointed to lead the Jacksonville Field Office in Florida. 
 
Ms. Rojas earned a bachelor’s degree in communications/journalism from Boston University and a master’s in international management/leadership from Manhattanville College. 

San Diego FBI Seeking Assistance to Identify Scripps Ranch Bank Robber

The San Diego FBI’s Violent Crimes Task Force and the San Diego Police Department are seeking the public’s assistance to identify the individual believed to be responsible for a bank robbery in the Scripps Ranch area of San Diego.

On Monday, November 1, 2021, at approximately 9:42 a.m., a man entered the Wells Fargo Bank located at 10675 Scripps Poway Parkway, San Diego, California, and presented a demand note to the teller. After receiving cash, the robber fled on foot.

Description of Robber:

  • Sex: Male
  • Race: White
  • Age: Mid-30s
  • Height: Approximately 5’9”
  • Build: Tall, thin
  • Clothing: Blonde wig; navy blue baseball cap; a blue short-sleeve shirt with a blue long-sleeve shirt underneath; dark blue pants; dark shoes

Statement on FBI Activity on the Fort Belknap Indian Reservation

In the early hours of November 9, 2021, the FBI executed a federal search warrant at a residence on the Fort Belknap Indian Reservation in connection with an ongoing investigation.

Percussive devices were employed by members of the FBI SWAT team but no shots were fired and no one was injured. No arrests have been made at this time, and there is no danger to the community.

This matter is unrelated to the officer-involved shooting that happened on the Fort Belknap Reservation on October 23, 2021.

FBI Offers $10,000 Reward for Information in Cold Case

The FBI and Michigan State Police are asking the public for help identifying the person(s) responsible for the murder of Jerome Ezell.

On November 7, 2017, Jerome Deshaun Ezell was reported missing to the Lansing Township Police Department. With the help of OnStar, Jerome’s vehicle was located near 1175 North Fairview Street, Lansing, Michigan. Officers found Jerome’s infant son in the vehicle but were unable to find Jerome.

On December 12, 2018, Jerome’s remains were discovered in a wooded area off I-94 in Van Buren County. Foul play is suspected in Jerome’s death.

The FBI is offering up to $10,000 for information leading to the arrest and conviction of the individuals(s) responsible for the murder of Jerome Deshaun Ezell. FBI Seeks Information About Billy Jack Lincks for Morgan Nick Investigation

LITTLE ROCK—For over 26 years, the disappearance of Morgan Nick has remained a troubling mystery for Morgan’s family, her community, and law enforcement. As many remember, 6-year-old Morgan was taken from a parking lot area near the Wofford baseball field during a little league game on June 9, 1995. The person responsible for taking Morgan has never been identified.

Today, law enforcement may be closer than ever to identifying this person. Based on their ongoing investigation, FBI agents are seeking any information about Billy Jack Lincks. Mr. Lincks was born and raised in Crawford County, Arkansas. He served with the U.S. Army during World War II and then worked at Braniff Airlines in Dallas, Texas, from 1962 to 1974. He returned to Van Buren, Arkansas, sometime in the late 1970s. Approximately two months after Morgan’s 1995 disappearance, Lincks attempted to abduct a young girl in Van Buren at a location eight miles from the Wofford baseball field where Morgan was last seen. Lincks died in prison in 2000.
