President Biden’s Fiscal Year 2024 Budget Proposes Investments in California Buildings

SAN FRANCISCO – The Biden-Harris Administration announced today that the President’s Budget for Fiscal Year 2024 includes funding for improvements to federal buildings in Sacramento and Los Angeles. The Budget details a blueprint to grow the economy from the bottom up and middle out, lower costs for families, and more.

The Budget proposes critical investments in the American people that will help lay a stronger foundation for shared growth and prosperity for generations to come.

“The President’s Budget reflects smart investments that will help GSA make cost-saving upgrades to federal buildings, bolster the nation’s cybersecurity, and improve how the government delivers digital services to millions of Americans,” said GSA Administrator Robin Carnahan. “In addition, for the first time ever, the President’s Budget includes a provision that will guarantee full access to the Federal Buildings Fund while preserving Congress’s discretion to decide on and authorize investments – this is a game-changing provision that will enable GSA to modernize and consolidate the federal footprint, saving taxpayers millions and creating good-paying jobs in local communities.”

In California, the President’s FY2024 budget request for GSA includes:

Wilshire Boulevard Federal Building | Los Angeles | $34,619,000

This $34.6 million project will restore the fire-damaged East Annex that includes seismic upgrades, exterior and interior construction, mechanical, electrical, plumbing replacement, and fire and life safety work. The project also proposes a design of the future repair and alteration project that will address critical seismic deficiencies, abate asbestos containing material, and replace building systems in the main tower of the federal building.

I Street Federal Building | Sacramento | $18,546,000
This $18.5 million project will modernize about 25,000 square feet of vacant space for the Social Security Administration’s Office of Hearings Operations. The agency now operates in a leased location outside downtown Sacramento. This project will bring a critical public service into the Federal Building and result in significant cost savings for taxpayers.

“These projects will strengthen public infrastructure, create good jobs, improve sustainability, and address key building infrastructure needs in the region,” said Sukhee Kang, Pacific Rim Regional Administrator. “We are excited for the opportunity to improve these facilities and the economic opportunity these projects will bring to the local communities.”

In the Pacific Northwest, the President’s FY2024 budget request for GSA includes:

Union Station U.S. Courthouse | Tacoma, Wash. | $90,584,000
This project upgrades major building systems, including the electrical, life safety, roofing and HVAC. It also includes security and seismic upgrades to ensure the iconic Tacoma property remains a cornerstone of the downtown district.

“Union Station has served as a community hub in Tacoma for generations,” said Sukhee Kang, Northwest/Arctic Regional Administrator. “Investing in the property will create good jobs, improve sustainability, and address key building infrastructure needs, which will ensure Union Station remains a safe and secure home for the U.S. District Courts and for the community at large for generations to come.”

GSA Celebrates Successes on 2nd Anniversary of American Rescue Plan

WASHINGTON, DC – This Saturday, the U.S. General Services Administration (GSA) will celebrate the second anniversary of the American Rescue Plan (ARP), President Biden’s plan to provide direct relief to Americans, contain Covid-19, and rescue the economy.

Since the bill was signed into law on March 11, 2021, ARP investments at GSA have helped modernize technology and made government digital services simpler and more secure.

“The American Rescue Plan is delivering government services better than ever and building trust along the way,” said GSA Administrator Robin Carnahan. “GSA is proud to be making smart investments in agency efforts in everything from cybersecurity to customer experience that are helping deliver more seamless and secure digital services to millions of Americans.”

The ARP focused critical resources to strengthen the technology infrastructure that federal agencies use. It included $150 million for the Federal Citizen Services Fund (FCSF) and $1 billion for the Technology Modernization Fund (TMF).

In total, the TMF now manages 38 investments (across 22 agencies) totaling nearly $700 million, including 27 that have been awarded since the ARP became law.

“We’ve increased our investment rate tenfold, so agencies and the public are seeing a significant, measurable impact from our efforts to improve citizen data protections, strengthen governmentwide collaboration, and enhance public-facing digital services,” said TMF Executive Director Raylene Yung, who leads a team of financial and technical experts who work with agencies on these investments. “We know our investments are succeeding, as agency projects are delivering better outcomes for the American public in easier, faster, cheaper, and more secure ways.”

TMF investments underway include:

  • Enabling 1 million veterans to ask for and get fully digital service records through the National Archives and Records Administration.
  • Using a new streamlined system to inspect 64 billion pounds of produce annually at the U.S. Department of Agriculture.
  • Collecting $90 billion in duties, taxes, and fees annually using a modernized system at U.S. Customs and Border Protection, and saving over $30 million a year once their 30-year-old system is retired.
  • Working toward strengthening the security of data and privacy protections for:
    • 100 million students and borrowers that the Department of Education supports.
    • 2 million civilian federal employees in OPM’s systems.
    • Hundreds of facilities under GSA’s control.
    • Millions of veterans using VA’s digital services.
    • 70 million retirement and disability beneficiaries and their families served by the Social Security Administration.
    • 800 national security users of Treasury’s classified information sharing network.
    • U.S. Agency for Global Media’s reporters stationed in high-risk areas around the world, their sources, and the global media affiliates that rely on their news and information.

In addition to the TMF funding, the FCSF funding has supported key efforts in the Technology Transformation Services (TTS), an organization within GSA’s Federal Acquisition Service (FAS) focused on designing and delivering a digital government with and for the public. The ARP funding supports over 40 initiatives designed to improve digital government services for the public.

“ARP funding is enabling GSA to help more people seamlessly access their benefits, accelerate public-facing service delivery, expand cross-agency services, and deploy technical experts throughout agencies to improve federal digital capacity,” said TTS Director and FAS Deputy Commissioner Ann Lewis. “We at TTS are excited about working across the government to put people first.”

Examples of program successes include:

  • Accelerating agency cloud adoption to make services more secure by reducing FedRAMP authorization timelines by nearly a month and increasing annual authorizations by 27%, driving growth in the cloud and cloud security marketplaces.
  • Improving access to housing counseling services by partnering with the U.S. Housing and Urban Development Agency to modernize the housing counseling locator website and interactive voice response system, enabling 94% of people to access the information they need without help.
  • Developing the U.S. Web Design System’s Inclusive Design Patterns, a set of guidelines to build accessible, equitable, and inclusive government websites.
  • Launching the U.S. Digital Corps, a fellowship program whose inaugural class of 38 is helping to bring skilled early-career technologists into government in the fields of software engineering, cybersecurity, product management, design, and data science.

GSA is also working to support equitable outcomes through ARP funds and programs, helping federal agencies deliver funds to Americans experiencing financial hardship. For example, when the U.S. Department of the Treasury sought help deploying Emergency Rental Assistance, the department linked up with GSA’s Office of Evaluation Sciences (OES) to find the best way to distribute $3.5 billion to families across the country. OES and Treasury also worked together on four evaluations of the ARP’s State and Local Fiscal Recovery Funds program. Construction Starts for Expansion and Modernization at Anzalduas Land Port of Entry

Project includes New Commercial Facilities

McAllen, Texas – General Services Administration (GSA), U.S. Customs and Border Protection (CBP), and the Anzalduas International Bridge Board (AIBB) announced the start of construction for new commercial facilities at the Anzalduas Land Port of Entry (LPOE). The project, which includes expansion and modernization at the port, was made possible through the Donations Acceptance Program. Once completed, the new facilities will support CBP operations and strengthen international trade and commerce between the U.S. and Mexico.

The Donations Acceptance Program allows GSA and CBP to partner with public and private entities to accept donations in support of CBP operations at our nation’s borders. The program provides a win-win scenario for customer agencies like CBP, local communities and the American taxpayer.

At the Anzalduas LPOE, the AIBB will donate approximately $88M towards the following improvements:

  • Six (6) Commercial Inspection Lanes
  • New Cargo Processing, Administration Office and Command Center
  • Overhead Canopies
  • Inspection Booths
  • Commercial Inspection Bays (Commercial Inspection Area)
  • Roadway Pavement Upgrades
  • Parking Lot Expansion
  • Inspection and Security Technology through a monetary donation

“GSA is proud to announce the start of construction for this major modernization of the Anzalduas Land Port of Entry,” said GSA Regional Administrator Jason L. Shelton. “Our Donations Program, which is used frequently along our southern border, allows us to creatively deliver state-of-the-art facilities to CPB in support of their mission to safeguard our borders and enhance our nation’s economic prosperity through trade.”

“With the continued increase of imports from Mexico, having these additional spaces and improvements will have a significant positive impact on our ability to expedite the processing time and get shipments on their way into U.S. commerce,” said Port Director Carlos Rodriguez, Port of Hidalgo/Pharr/Anzalduas.

“The addition of the lanes and infrastructure improvements in this project will help accommodate the rapidly growing economy in the City of McAllen; it will also reinvigorate the economic vitality of the City of McAllen by creating new international trade opportunities and incentivize new local jobs,” said Pete Flores, Executive Assistant Commissioner for the Office of Field Operations. “Many infrastructures and technological improvements at Ports of Entry are made possible by the Donations Acceptance Program.”

“The City of McAllen and the Anzalduas International Bridge Board remains committed to working with our federal partners to identify and implement innovative methods to expedite traffic and trade at our international port of entry, making border crossings and inspections function more effectively while helping our trade partners process and cross their goods more efficiently,” said City of McAllen Mayor and Anzalduas International Bridge Board Chairman Javier Villalobos, J.D.

Anzalduas International Bridge is co-owned by the cities of McAllen, Mission, Hidalgo and Granjeno. Construction will take approximately two years to complete.

Budget makes smart investments in federal infrastructure and technology and calls for GSA to be able to reinvest funds it collects

WASHINGTON – The Biden-Harris Administration today released the President’s Budget for Fiscal Year 2024. The Budget details a blueprint to grow the economy from the bottom up and middle out, lower costs for families, protect and strengthen Medicare and Social Security, and reduce the deficit by ensuring the wealthy and big corporations pay their fair share—all while ensuring no one making less than $400,000 per year pays more in taxes.

“The President’s Budget reflects smart investments that will help GSA make cost-saving upgrades to federal buildings, bolster the nation’s cybersecurity, and improve how the government delivers digital services to millions of Americans,” said GSA Administrator Robin Carnahan. “In addition, for the first time ever, the President’s Budget includes a provision that will guarantee full access to the Federal Buildings Fund while preserving Congress’s discretion to decide on and authorize investments – this is a game-changing provision that will enable GSA to modernize and consolidate the federal footprint, saving taxpayers millions and creating good-paying jobs in local communities.”

The Budget makes critical, targeted investments for the American people that will promote greater prosperity and economic growth for decades to come. At GSA, the Budget will:

  • Modernize federal buildings and reduce long term costs. The President’s budget includes $11.1 billion in budget authority for the Federal Buildings Fund to reduce the growing backlog of critical repairs and renovations, enhance sustainability, reduce long term costs, and create jobs in local communities. In addition to making long-overdue upgrades and repairs, the Budget will allow the Public Buildings Service to continue reducing the federal government’s reliance on costly leased space. The President’s budget request also calls on Congress to allow GSA to have full access to the annual revenues deposited in the FBF. With about half of GSA’s active leases set to expire in the next five years, full FBF access will help GSA address its backlog in deferred maintenance and consolidate leases into federally-owned facilities, resulting in savings through reduced lease payments.
  • Improve digital services and strengthen cybersecurity. The budget includes $200 million for the Technology Modernization Fund (TMF), allowing the TMF to continue bolstering cybersecurity through supporting zero trust architecture, to replace outdated standalone legacy systems with shared services, and to improve customer experience for Americans in need of government services. The budget also includes $90 million for the Federal Citizen Services Fund administered by the Technology Transformation Services to support modernization and adoption of digital services, increasing the federal government’s ability to deliver accessible, equitable, and efficient solutions for the American people.

Building on the President’s strong record of fiscal responsibility, the Budget more than fully pays for its investments—reducing deficits by nearly $3 trillion over the next decade by asking the wealthy and big corporations to pay their fair share.
