GSA To Hold Street Naming Contest For New Madawaska Land Port of Entry

BOSTON – Madawaska residents, here’s an opportunity to be part of the history of your community!

The U.S. General Services Administration (GSA) is nearing the midpoint of construction of the new Land Port of Entry (LPOE) in Madawaska, Maine. With the new port anticipated to be substantially complete in late 2023, it’s now time to start thinking about what the road running through the port will be called.

GSA wants the community’s help in naming the new street and is conducting a contest to come up with a suitable name for the new street.

The contest is open now and runs through May 31, 2023.

The contest is open to:

● Residents of Madawaska (6 months or more per year)
● Students in Madawaska 12 and older (7th grade and up)
● Businesses in Madawaska
● Local organizations, libraries, etc.

Once the contest opens, eligible entries can be submitted by:

The Madawaska Street Naming Contest Overview and Guidelines has information on how to submit suggestions, who is eligible to submit, how names will be judged, etc. and can be found here [PDF – 813 KB].

Once the contest closes on May 31, name selection will be conducted by a panel, which will review the names for appropriateness. The selected street name will be announced in October 2023, with the person or group that submitted the selected name invited to attend the ribbon cutting event in the spring of 2024.

GSA Awards Blanket Purchase Agreements for Construction Management and Consulting Services for Maine Land Port of Entry Projects

BOSTON – The U.S. General Services Administration (GSA) announced it has awarded a Blanket Purchase Agreements (BPA) for Construction Management and Consulting Services for several Land Port of Entry projects along the Maine border with Canada.

GSA awarded a one-year BPA with four option years, funded through the Bipartisan Infrastructure Law, for the Calais Ferry Point, Coburn Gore, Fort Fairfield, Houlton and Limestone Land Ports of Entry to Jacobs Technology, Inc. They will provide services including construction project management, project scheduling, cost estimating and claims analysis.

The estimated total value of the BPA over the potential five-year term is $15.1 million dollars.

Maine Land Port of Entry projects include the construction of new – or renovation of existing – Land Ports of Entry to accommodate the mission of Customs and Border Protection, part of the U.S. Department of Homeland Security.

These projects will provide for the long-term safe and efficient flow of current and projected traffic volumes, including the movement of people and goods between the U.S. and Canada.

“We are excited for the opportunity to begin the process to improve these facilities, and the economic prospects these projects will bring to the region,” said GSA’s Region 1 Public Buildings Service Regional Commissioner and Acting Regional Administrator Glenn C. Rotondo. “The projects along the Maine border will enable our Federal inspection agency partners to better serve travelers entering Maine and the region.”

Through the Bipartisan Infrastructure Law, GSA is modernizing Land Ports of Entry along the Canadian and Mexican borders. GSA’s goal is to provide sustainable, climate resilient, superior facilities with low maintenance and operating costs; and which are functional, technologically efficient, and provide a welcoming gateway to the U.S.

GSA Awards Blanket Purchase Agreements for Construction Management and Consulting Services for Vermont Land Port of Entry Projects

BOSTON – The U.S. General Services Administration (GSA) announced it has awarded two Blanket Purchase Agreements (BPA) for Construction Management and Consulting Services for several Land Port of Entry projects along the Vermont border with Canada.

GSA awarded a one-year BPA with four option years for the Highgate Springs Land Port of Entry to APSI Construction Management, a small business. Services to be provided under this award include construction project management, project scheduling, cost estimating and claims analysis. The estimated total value of the BPA over the potential five-year term is $12.5 million dollars.

GSA also awarded a one-year BPA with four option years for the Alburg Springs, Beebe Plain, Norton and Richford Land Ports of Entry to a Contractor Teaming Arrangement consisting of both APSI and CBRE Heery, Inc. They will provide services including construction project management, project scheduling, cost estimating and claims analysis. The estimated total value of the BPA over the potential five-year term is $7 million dollars.

The $19.5 million in contracts awarded by GSA are funded through the Bipartisan Infrastructure Law.

Mural treatment completed at the Baltimore Custom House

In late 2022, Page Conservation, Inc. completed major conservation of Francis Davis Millet’s 91 mural series “The Evolution of Navigation” in the Call Room of the Baltimore Custom House.

Created in 1907 and last fully cleaned in the 1970s, Millet’s murals decorate the ceiling, coves, cornices and walls of the Call Room. The murals extend across the ceiling and cove to depict the history of maritime navigation. The central ceiling panel measures 68 by 30 feet, and the series includes more than 125 different ships and vessels, from ancient Egyptian ships to J.P. Morgan’s yacht, the Corsair.

Millet died just a few years after these murals were completed, perishing along with over 1,500 others in the sinking of the R.M.S. Titanic in 1912.

Over the past several years, Page Conservation has worked incrementally to conserve the entire Call Room mural series. Treatment included surface cleaning, correcting damage from water intrusion, inpainting and re-adhering separated canvas.

This final treatment phase took over one year to complete as Page worked their way around the room on multi-level scaffolding. GSA’s Donna Andrews, Rodney Donald, Kathy Erickson and Kerry Rose managed the project.

Wanted: New nonprofit manager for Erie Lighthouse

PHILADELPHIA — The U.S. General Services Administration is looking for a new steward for the Erie Harbor North Pier Lighthouse in Erie, Pennsylvania. GSA is seeking interested nonprofits to apply to manage and maintain the lighthouse, which continues to serve as an active aid to navigation.

  • The lighthouse is 35 feet tall with a 13-foot square concrete foundation, three-story steel tower, and hexagon lantern surrounded by an open-air gallery.
  • The National Historic Lighthouse Preservation Act (NHLPA) of 2000 provides an opportunity for the preservation of federally-owned historic light stations. Since 2000, GSA has administered the NHLPA alongside the National Park Service and the U.S. Coast Guard.
  • The lighthouse was established in 1940 and deemed eligible for listing on the National Register of Historic Places in 2022.
  • To date, more than 151 lighthouses have been sold or transferred out of federal ownership, with 81 transferred at no cost to eligible entities, and 70 sold by auction to the public, generating about $10 million.
