GSA and Veterans Affairs break ground on new outpatient clinic

PHILADELPHIA — Today, the U.S. General Services Administration and the Department of Veterans Affairs, Hampton VA Medical Center broke ground on a new health care center in Chesapeake, Virginia. This new state-of-the-art facility will improve veterans’ access to outpatient services such as primary care, mental health and eye clinic services. The facility will also provide new specialty care and advanced imaging services and reduce drive times for many Hampton Roads-area veterans.

The lease includes approximately 196,000 rentable square feet with 1,050 parking spaces. GSA and Hampton VA Medical Center leadership were joined by local and state officials for the ceremony.

“We are excited for the construction of our new Healthcare Center. 68% of our Veterans reside on the south side and this facility will increase our capabilities to better serve our Veterans with the care they deserve,” said Dr. Taquisa K. Simmons, Executive Director, Hampton VA Healthcare System.

“GSA is proud to partner with the VA to deliver this facility to provide important healthcare services to the large and growing veterans community in the Chesapeake area,” said Nina Albert, Commissioner of GSA’s Public Buildings Service.

“As the veteran population continues to grow in Hampton Roads, we need to make sure we have the facilities and capabilities to offer the highest level of care,” said Senator Mark Warner. “I have been working for years to secure the lease for this facility, as well as for clinics across the country, and I am so proud to finally break ground on this facility, so that after years of serving our country, veterans can receive the care they deserve.”

The lease includes a subcontracting plan for the construction phase of the project. The goal will be for 17.5% of planned subcontracting dollars to be awarded to small businesses. Substantial completion of the facility is expected in summer 2024.

U.S. General Services Administration Awards Contract for Silvio V. Mollo Federal Building Modernization

NEW YORK CITY – The U.S. General Services Administration (GSA) Northeast and Caribbean Region has awarded a Construction Manager as Contractor (CMc) contract to Turner Construction for the modernization of the Silvio V. Mollo Federal Building.

Under the CMc contract, Turner Construction will provide construction expertise during the design phase with a Guaranteed Maximum Price in the amount of $236 million. Turner is a North America-based, international construction services company and is a leading builder in diverse market segments.

Constructed in 1974, and located in the Civic Center District of Manhattan, the 10-story Silvio J. Mollo Federal Building at 1 St. Andrew’s Plaza houses the offices of the U.S. Attorney’s Office for the Southern District of New York.

The project will include the following sustainable features:

  • LEED Platinum certification
  • Net-zero carbon certification from the International Living Future Institute
  • Fully electric-powered building (with renewable utility sources)
  • Rooftop photovoltaics (solar panels)
  • Dedicated outdoor air system to improve indoor air quality by removing contaminants from outdoor air and help address building humidity levels
  • High-performance facade to provide maximum natural light to building tenants and improve building temperature control
  • Water reuse system for the cooling tower.

Design is scheduled for completion by January 2024.

GSA Awards Design-Build Contract for San Luis I Land Port of Entry Modernization and Expansion Project

Project to better support port operations and reduced pedestrian and vehicle crossing times

SAN LUIS, Ariz. — The U.S. General Services Administration (GSA) announces its selection of Hensel Phelps Construction Co. to provide design-build services for the modernization and expansion project at the San Luis I Land Port of Entry (LPOE) in Arizona. GSA awarded the initial contract for $228.1 million. The Phoenix-based firm will manage construction for the project, which received partial funding from the Bipartisan Infrastructure Law (BIL). This additional funding allows the project to be completed in a single construction phase, allowing for a quicker, less costly, and more efficient delivery.

The San Luis I LPOE is a major regional economic engine for the city of San Luis and Yuma County, supporting its agricultural and retail industries. The project expands and modernizes the entire port, providing state-of-the-art facilities for the U.S. Customs and Border Protection’s (CBP) operations in San Luis. Once complete, northbound vehicle processing lanes will increase from 8 to 16 and pedestrian processing lanes from 10 to 14, reducing screening times while increasing visitor and employee safety. Southbound POV improvements include expanded southbound facilities with fixed inspection infrastructure.

“We are excited to award the first major BIL contract for design-build services to expand and modernize the San Luis I LPOE,” said Dan Brown, Regional Commissioner for the GSA Public Buildings Service in the Pacific Rim Region. “The new expanded facility will vastly improve pedestrian and vehicular traffic circulation, reduce border crossing wait times, all contributing to the regional economy and border security by providing CBP with modern technology so they can complete their mission.”

With the National Environmental Process Act (NEPA) processes complete, the project team will work to complete the final design and begin construction by May 2024.

GSA is responsible for constructing and maintaining LPOEs along the nation’s borders in partnership with and support of the U.S. Department of Homeland Security – Customs and Border Protection and other federal inspection agencies. Through the BIL, GSA is modernizing LPOEs along the Canadian and Mexican borders. These upgrades will strengthen supply chains, create good-paying jobs, enhance safety and security, and provide other sustainable solutions to keep these ports operating efficiently and effectively for years to come.

GSA Seeks Industry Input on Clean Construction Materials

Outreach further supports Biden-Harris Administration’s Federal Buy Clean Initiative

WASHINGTON – In support of the Biden-Harris Administration’s Federal Buy Clean Initiative to spur markets for low-carbon products made in America, the U.S. General Services Administration (GSA) today issued a request for information (RFI) to learn more about the availability of domestically manufactured, locally sourced low-carbon construction materials. For the first time, the entire federal government will prioritize the use of American-made, lower-carbon construction materials in federal procurement and federally funded projects.

“Today’s action follows our successful model of seeking industry input from concrete and asphalt manufacturers,” said GSA Administrator Robin Carnahan. “Using domestic, lower-carbon construction materials is a triple win – creating good-paying American jobs, reducing greenhouse gas emissions, and ensuring a healthy planet for the next generation. We are eager to hear from the experts and share our findings with our agency partners as we work across government to tackle the climate crisis.”

The Buy Clean Task Force is prioritizing low-carbon selections for the most carbon intensive materials (concrete, steel, glass, and asphalt) for construction and building projects, which account for 98% of what the federal government spends on construction materials. Today’s outreach to industry partners, including small businesses, seeks information on low-embodied-carbon materials in those and five other high-priority categories:

  • Concrete, including pre-fabricated products
  • Steel, including structural and rebar
  • Flat glass, including window assemblies
  • Asphalt
  • Aluminum, including curtain walls and storefronts
  • Insulation, including enclosure, equipment, piping, and acoustical
  • Roofing materials
  • Gypsum board
  • Structural engineered wood, including mass timber and cross-laminated timber

GSA encourages industry partners to provide input on the current availability of these materials with substantially lower levels of embodied carbon as compared to industry averages, or other estimates of similar materials. Industry feedback will be shared with other landholding federal agencies to inform governmentwide construction procurement. Responses can be submitted using this online form or by emailing embodiedcarbon@gsa.gov by Thursday, November 3.

President Biden’s Inflation Reduction Act provides a boost to these efforts with $3.375 billion that will allow GSA to invest in federal buildings with lower-carbon materials and sustainable technologies, and leverage emerging clean technologies that help achieve greater carbon reductions and catalyze American innovation. These investments help boost the competitiveness of American manufacturers developing sustainable materials and technologies.

In March, GSA issued new standards for the concrete and asphalt used in nationwide GSA construction, modernization, and paving projects – the first standards in the U.S. to apply beyond a local jurisdiction. To date, GSA has completed seven Bipartisan Infrastructure Law-funded (BIL) paving projects using the new asphalt standards, all of which were awarded to and completed by small or disadvantaged businesses without cost impact from the new standard. These and other investments enabled by the BIL will reduce carbon emissions from the federal supply chain by millions of metric tons per year, save millions of dollars in energy costs, and support the achievement of GSA’s sustainability goals.

Respondents to GSA’s previous concrete and asphalt RFI released February 15 do not need to respond again.

GSA Awards Contract for Environmental Assessment as Part of Highgate Springs Land Port of Entry Project

BOSTON – The U.S. General Services Administration (GSA), as part of a Bipartisan Infrastructure Law Land Port of Entry (LPOE) project, has awarded a contract to perform an Environmental Assessment (EA) at the Highgate Springs, Vt. LPOE.

The $134,856 contract was awarded to women-owned small business Solv, LLC. Solv supports the mission of government and commercial clients by providing sustainable solutions based on sound engineering, science, economic, and management principles.

The EA will be conducted in compliance with the National Environmental Protection Act (NEPA), and is part of a larger project at the Highgate Springs LPOE, funded under the Bipartisan Infrastructure Law (BIL). The project will modernize the Highgate Springs LPOE, one of the busiest land ports of entry in New England.

The new facility is critical due to the anticipated completion of Canadian Auto-Route 35 in 2025, which will connect to Interstate 89 at Highgate Springs. The new land port of entry will improve public and officer safety, as well as expedite crossing times for the traveling public and businesses that rely on binational commerce.

“The Highgate Springs LPOE is more than just a secure, welcoming gateway to our country,” Region 1 Public Buildings Service Commissioner and Acting Regional Administrator Glenn C. Rotondo said. “It is intrinsic to the fabric of life and community along the New England border with Canada. We are excited for the opportunity to begin the process to improve this facility, and the economic prospects this project will bring to the region.”

The EA process provides steps and procedures to evaluate the potential social, economic, and environmental impacts of Project alternatives while providing an opportunity for local, state, tribal and Federal agencies It also allows the public to provide input and comments through public information meetings and public hearings. The social, economic, and environmental considerations are evaluated and measured, as defined in the regulations, by their magnitude of impacts.
