GSA Awards Final Cohort on 8(a) STARS III

Third cohort awarded to underserved and disadvantaged businesses

WASHINGTON – The U.S. General Services Administration (GSA) recently awarded the third and final cohort of the 8(a) STARS III Governmentwide Acquisition Contract (GWAC). This GWAC helps enhance equitable access to the federal marketplace for small and disadvantaged businesses. It is known governmentwide as a Best-in-Class, easy-to-use, streamlined procurement solution for purchasing information technology services from 8(a) prime contractors.

“I’m really impressed with the community on 8(a) STARS III. Since the initial award, 154 task orders have been issued for a total estimated value of $500 million,” said Laura Stanton, GSA’s assistant commissioner for the Office of Information Technology Category. “What’s particularly great is that more than 30 of the 8(a) STARS III contract holders who already have task order awards are new to GSA through the 8(a) STARS III contract — it’s really launched their mission support journey.”

The 8(a) STARS III GWAC provides numerous benefits to the federal customers, such as:

  • Expanding capabilities for emerging technologies;
  • Supporting both inside and outside of the continental United States (OCONUS) and CONUS requirements;
  • Featuring limited protestability up to $10M; and
  • Offering expert guidance from the GSA team, including free scope review services and market research.

This is the third and final cohort following the initial award of 8(a) STARS III in June 2021 and the second cohort award in February 2022. The program aims to provide additional opportunities to small businesses in coordination with the U.S. Small Business Administration. 8(a) STARS III continues to support the President’s Executive Order 13985 On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government to improve diversity, equity, inclusion, and accessibility.

17.36-acre property now available in Menlo Park

SAN FRANCISCO — The U.S. General Services Administration (GSA) announces the start of a public sale of Rockaway Grove on Tuesday, June 21, 2022. GSA encourages developers, investors, and other potential buyers to consider this opportunity to purchase this 17.36+/-acres property in the highly desirable community of Menlo Park, Calif.

Rockaway Grove is located at 345 Middlefield Road, Menlo Park, Calif., 94025. The property is improved with 17 individual buildings ranging from 470 to 159,555 gross square feet. The buildings range in various uses such as office, laboratory, storage, maintenance, a childcare center, cafe and credit union.

Currently, the property’s principal tenant is the United States Geological Survey (USGS). The USGS is in the process of moving to the NASA Ames Research Center located at Moffett Field, Mountain View, Calif. The SRI International headquarters campus facility is to the west and south of the property. In front of the SRI facility along Middlefield Road is the Menlo McCandless Office Center. Across Middlefield Road from the property is the St. Patrick’s Seminary. Further west of the property are large single-family residences, followed by the Menlo-Atherton High School.

This property was identified as one of the properties for the high-value round under the Federal Asset Sale and Transfer Act (FASTA – PL 114-287). Under the FASTA legislation, proceeds from property sales in the high-value round will be used to fund further potential sales of unneeded federal property and consolidation actions to save taxpayer funds.

GSA Fleet Activates Telematics Solutions, Saving ~$1.5M

New features available for 19,000 vehicles — largest increase for Fleet Telematics Program

WASHINGTON – The U.S. General Services Administration (GSA) Fleet team recently activated more than 19,000 new telematics devices. Telematics drive innovation by combining telecommunications and informatics to send, receive, and store data connected with fleet vehicles. By activating these factory-installed devices, GSA Fleet avoided approximately $1,455,000 in installation costs. As GSA continues to expand its telematics program, the agency expects to save a minimum of $775,000 annually in avoided installation costs for new vehicle acquisitions each year.

“This is the single largest increase in the history of GSA’s Fleet Telematics Program,” said Office of Travel, Transportation and Logistics Assistant Commissioner Crystal Philcox. “It brings the total number of telematics-enabled GSA Fleet leased vehicles to over 60,000.”

Telematics gathers data in real time and reflects actual vehicle usage. Usage details include trip duration, idling time, fuel use, and other data elements needed for inventory management. Telematics data can also be an essential component in determining which vehicles are suitable for electrification by analyzing their use in greater detail.

The vehicles were already equipped with original equipment manufacturer (OEM) integrated telematics, however not all features were activated. This OEM solution is a burden-free, shared government service for GSA Fleet and its leasing customers. It provides comprehensive fleet management data and automated mileage reporting.

This update also benefits federal customers by avoiding supply chain issues involving computer chip shortages used in aftermarket telematics devices. GSA Fleet is working with other vehicle manufacturers to expand this solution model and further scale GSA’s telematics deployment.

GSA Announces Latest Cryptocurrency Auction

ATLANTA — The U.S. General Services Administration has announced its latest auction of five lots of cryptocurrency. The five lots total 5.0 bitcoin with an estimated market value of over $268K.

Auction open: Tuesday, June 7 at 5 p.m. CT.

Auction close: Thursday, June 9 at 5 p.m. CT.

Auction preview began Wednesday, June 1 on GSAAuctions.gov.

Registration is required to place a bid, and the winning bidder must make a payment via wire transfer no later than June 13, 2022. Network transaction fees may apply.

GSA first began auctioning cryptocurrency on behalf of the U.S. government in early 2021. To date, users of the GSAAuctions.gov platform have successfully bid for more than 32 bitcoin and 150 litecoin over six auctions, garnering $1.5M.

GSA Strengthens Supply Chain with New Monitoring Process to Bolster Federal Marketplace

WASHINGTON — The U.S. General Services Administration (GSA) today announced progress in its ongoing efforts to strengthen the federal supply chain and reduce supply chain risk by using its Verified Products Portal (VPP) to monitor and remove products from unauthorized suppliers. Launched in 2020, the VPP is a manufacturer- and wholesaler-facing portal for authoritative product content such as standardized part numbers, product specifications, and supplier authorization information. Working with industry, GSA recently identified and removed approximately 75,000 items offered by unauthorized suppliers from GSA Advantage!® as part of a pilot test.

“This new process is a big win for the federal supply chain and our industry partners,” said Federal Acquisition Service Commissioner Sonny Hashmi. “We’ve reduced the risk of customers purchasing counterfeit, fraudulent, or otherwise illegitimate products. This promotes fair competition in the federal marketplace, and improves our customers’ ability to purchase with confidence.”

Moving forward, GSA will continue to use VPP data to monitor GSA Advantage!® for products offered by unauthorized suppliers.

GSA is also working with wholesalers and manufacturers to improve the representation of their commercially available off-the-shelf (COTS) products in the federal marketplace through better images, descriptions, PDFs, and other details to help federal agency buyers continue to purchase with confidence.
