Green Proving Ground Program Selects Innovative Technologies that Enable Transition to Net-Zero Carbon

Selections include GPG’s first electric vehicle supply equipment technologies

WASHINGTON, DC — The U.S. General Services Administration’s (GSA) Green Proving Ground (GPG) program, in collaboration with the U.S. Department of Energy (DOE), has selected six innovative building technologies for evaluation in GSA’s inventory, including the program’s first selections of electric vehicle (EV) charging technology. The GPG program leverages GSA’s extensive real estate portfolio to evaluate innovative building technologies in real-world settings. Evaluation results enable GSA to make sound investment decisions in next-generation building technologies. An additional three technologies will be tested through DOE’s commercial building partners.

The American-made technologies were chosen in response to GSA’s most recent Request for Information seeking technologies for net-zero carbon buildings. The evaluations are intended to validate the technical and operational characteristics of the technologies and their potential for future deployment.

“By using GSA-controlled facilities as a proving ground for innovative clean energy technologies, we can help spur new industries in areas such as energy-saving windows, smart pumps, microgrids, and more,” said GSA Administrator Robin Carnahan. “This demonstrates how our facilities can serve as a catalyst for American innovation that can create good-paying, clean energy jobs, save money for taxpayers and leave our kids a healthier planet.”

C02-Based Heat Pump, Dalrada (Escondido, CA) – Decarbonizing heating is key to achieving Net-Zero. This combustion-free heat pump promises to increase heating and cooling efficiency by capturing and reusing thermal energy while reducing global warming potential. Using carbon dioxide as the refrigerant, this heat pump can deliver cooling down to -22°F and heating up to 250°F.

Solar PV Tracking, Rocking Solar (Monroe, OH) – According to DOE, commercial buildings consume 35% of the electricity in the U.S. This single-axis solar tracker promises to increase commercial rooftop solar photovoltaic production by adapting a proven utility tracking technology with a new low-profile rocker design that reduces friction, motor size, and the cost of sun-tracking.

Non-Metalized Window Film, 3M (St. Paul, MN) and NGS (Atlanta, GA) – Windows are the weakest energy-efficiency link in the building envelope, but replacing them can be cost-prohibitive. This non-metalized window film promises to increase window thermal performance with increased durability, reduced reflectivity, and no cell signal interference. The exterior version is expected to effectively block heat transmission, making it an efficient option even on coated or dual-pane tinted glass. The interior version incorporates additional technology that meets current GSA standards for blast resistance.

Additive that Increases Heat Transfer, Endo Enterprises/Pace49 (Bellingham, WA) – Closed-loop heating, ventilation, and air conditioning (HVAC) systems rely on water to transfer heat energy throughout a building. This hydronic additive promises to improve the heat transfer properties of water to reduce energy use in closed-loop HVAC systems.

The program also selected two technologies aimed at unlocking the value of electric vehicle batteries to not only power vehicles, but to interact dynamically with a building’s electric load and the local electric grid. The resulting assessment of these new technologies will refine GSA’s understanding of the requirements needed to support an all-electric fleet. The technologies will be tested at demonstration projects, called Applied Innovation Learning Laboratories, at GSA-controlled facilities across the country. At these sites, GSA will work with federal partners, industry, and local utilities to test new technologies that will support an all-electric fleet.

EV Charge Management, WeaveGrid (San Francisco, CA) – The Biden-Harris Administration is committed to electrifying the 450,000 vehicles in the federal fleet. This EV charge management solution supports that goal by integrating embedded vehicle telematics with utility signals to optimize charging based on vehicle use, utility rates, and the carbon content of delivered power.

Bi-directional EV Charging, Fermata Energy (Charlottesville, VA) – Bi-directional EV charging can be used to stabilize the grid by strategically using EVs to either power local building loads or send energy back to the grid. This vehicle-to-everything (V2X) technology is expected to turn EVs into energy storage assets, increasing resilience and lowering the cost of EV ownership.

MOU Creates Path for Innovative Technology Solutions through GSA’s Multiple Award Schedule

Washington, D.C. and Mountain View, CA – The U.S. General Services Administration (GSA) has signed a memorandum of understanding (MOU) with the Defense Innovation Unit (DIU) that will make it easier for federal agencies to access innovative technology solutions. The MOU establishes a framework for GSA to transition successfully-prototyped DIU technology solutions to GSA contract vehicles.

A Department of Defense (DoD) organization, DIU accelerates the adoption of emerging commercial technology into the U.S. military by lowering the barriers to entry and streamlining acquisitions via their Commercial Solutions Opening (CSO) process.

“Partnering with GSA to more easily bring proven, innovative, and emerging technologies to meet agency missions across the U.S. government is a win-win for both the taxpayers and for the commercial companies working with DIU,” said Mike Brown, DIU director.

The MOU supports GSA’s mission and commitment to bringing innovative solutions to federal customers. The agreement will increase the speed at which all U.S. Government agencies can access non-traditional industry partners through GSA contracts. The two organizations are working together to leverage DIU’s use of the competitive Other Transaction (OT) authority and its follow-on production contracting, combined with GSA’s streamlined FASt Lane process to onboard DIU industry partners.

As a transition partner with DIU, GSA will enable both DoD and non-DoD entities to scale novel commercial technologies across the United States, including those needed at the federal, state, local, and tribal levels.

“Sharing expertise and intellectual resources between agencies is mutually beneficial to DIU and GSA’s missions,” said Laura Stanton, assistant commissioner for the Office of Information Technology Category (ITC). “We’re really excited to bring these innovative companies — many of which are small businesses — to GSA contracts.”

The six key areas of emerging commercial technology that DIU focuses on are:

Artificial Intelligence (AI)/Machine Learning (ML)

  • Autonomy
  • Cyber
  • Energy
  • Human Systems
  • Space

The establishment of this MOU will be the second coordinated effort between the two organizations. The first effort focused on making National Defense Authorization Act (NDAA)-compliant drones available through GSA, for DoD as well as any Government entity. This endeavor, called Blue UAS, is a holistic and continuous approach to rapidly prototyping and scaling capable and secure commercial unmanned aerial systems (UAS) technology to DoD as well as to any Government entity through GSA.

BOSTON – The U.S. General Services Administration (GSA) has set Thursday, June 2, 2022, as the soft close date for the online auction of nearly 51 acres of land in South Weymouth, Mass.

The online auction is part of GSA’s ongoing efforts to dispose of excess properties, saving taxpayer dollars and making more efficient use of the government’s real estate assets.

The site is listed on GSA’s real property website (real estate sales.gov) as Weymouth Woods and was a former housing site for the US Coast Guard.

  • Located at Shea Memorial Drive, South Weymouth, MA 02190
  • Consists of two non-contiguous parcels
    • The larger parcel is 50.31 acres, with frontage on Shea Memorial Drive
    • The smaller parcel is 0.77 acres, with access from Memorial Grove Avenue
  • Offered “AS IS” and “WHERE IS”

Property Details

The Property was transferred from the U.S. Navy to the U.S. Coast Guard in 1998 and included a mix of four-plex, three-plex and single-family units totaling 165 residential units. Demolition of the housing units began in 2003 and was completed in 2015, leaving a few ancillary structures (e.g., garages, administrative building).

The property is improved with:

BOSTON – The U.S. General Services Administration (GSA) was recently provided more than $280 million to modernize five land ports of entry (LPOE) in Vermont as part of the Bipartisan Infrastructure Law.

While still in the early stages of a complex process, local residents and businesses will start to see increased due diligence and pre-construction activity at five Vermont LPOEs as GSA obtains information needed for the modernization projects.

This work is currently scheduled to begin in early May:

  • Geothermal test well drilling at the following LPOEs:
    • Alburg Springs
    • Norton
    • Richford
  • Three-Phase Power studies at the following LPOEs:
    • Alburg Springs
    • Beebe Plain
    • Norton
    • Richford

Investment in LPOE modernization will strengthen supply chains, improve operational capabilities and facility infrastructure, spur economic growth, and bolster the country’s security. Additionally, the LPOE projects provide the opportunity to incorporate sustainability features that will reduce greenhouse gas emissions, mitigate the impact of buildings on the environment, and simultaneously increase the mission readiness of the federal government by increasing resilience to climate change.
