GSA Awards New Blanket Purchase Agreements for Electric Vehicle Supply Equipment Procurement

WASHINGTON, DC – GSA awarded new Electric Vehicle Supply Equipment (EVSE) Blanket Purchase Agreements (BPAs), which will make it easier for federal customers to buy the EVSE needed as they work to electrify the federal fleet. The agency made awards to 16 successful offerors, nine of which are small businesses.

“This is just one example of our dedication to streamlining the procurement process for federal agencies looking to acquire charging stations,” said Federal Acquisition Service (FAS) Commissioner Sonny Hashmi.

As federal customers electrify their vehicle fleets, these innovative BPAs will allow them to get everything they need at GSA — including over 1,165 EVSE products (which are awarded across more than 30 unique EVSE manufactured brands):

  • Level 1 stations
  • Level 2 stations
  • DC Fast charging stations
  • Solar/off-grid
  • Portable
  • Site planning & EVSE ancillary services to include consulting and project management
  • Power management & metering
  • Network plans & data packages
  • Operation, repair & maintenance plans
  • Other charging types or non-conventional solutions
  • Accessories

To help agencies with installation, GSA’s Public Buildings Service (PBS) will award a supporting Indefinite Delivery/Indefinite Quantity contract for general construction including design/build services in the near future. PBS can authorize its construction contractors to purchase EV equipment directly from the FAS EVSE BPAs. All products and ordering resources will be posted on gsa.gov/evse over the coming weeks.

The Biden-Harris administration is working to transition the entire federal fleet to zero-emission vehicles, with targets of 100% zero-emission vehicle acquisitions by 2035 and 100% zero-emission light-duty vehicle acquisitions by the end of fiscal year 2027. The President’s proposed budget for FY23 includes $300 million for GSA and $457 million for other agencies to help facilitate the Administration’s goal to adopt electric vehicles by building charging infrastructure, purchasing electric vehicles, and consolidating existing conventionally-fueled vehicles into the GSA leased fleet.

$116M Project For Historic Moss Courthouse Begins

SALT LAKE CITY – The U.S. General Services Administration (GSA) will host a ceremony to officially start a $116 million renovation project of the Frank E. Moss U.S. Courthouse, 350 S Main Street in Salt Lake City, UT at 10 a.m. MDT on April 22.

GSA awarded a renovation contract to locally operated Big-D Construction, with global architecture, engineering and planning firm HOK providing design services, in order to preserve and restore the historic fabric of the building while modernizing and transforming this building into engaging, commercially valuable, and innovative space. Once completed, there will be approximately 12 tenants that will move back into the facility, most notably the U.S. Bankruptcy Court and U.S. Citizenship and Immigration Services.

The project will focus on seismically stabilizing the building and updating critical building systems while preserving the historic aspects of the oldest building in Salt Lake City’s Exchange Place Historic District.

“We are taking a nearly vacant, underperforming building and making smart investments to improve the work environment for these 12 agencies while keeping the historic aspects that make this building special to the people of Salt Lake City,” said Public Buildings Service Regional Commissioner Tanisha Harrison.

General Services Administration Issues a Request for Information Regarding Diversity, Equity, Inclusion and Accessibility Practices in the Design and Construction Industry

WASHINGTON – Today, the U.S. General Services Administration (GSA) issued Requests for Information (RFIs) regarding Diversity, Equity, Inclusion, and Accessibility (DEIA) Practices in the Design and Construction Industries.

These RFIs support the set of recently released public buildings goals outlined in GSA’s Equity Action Plan for Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.

Key Focuses of these RFIs:

  • Gather information on the ability of design and construction firms and small businesses to provide actions, processes, and practices that support DEIA impacts in project solicitations.
  • Focus on the goals of the above mentioned Executive Order and Equity Action Plan.
  • Learn more about the impacts of its DEIA initiatives on underserved or disadvantaged communities.

GSA has already engaged with industry trade associations and public sector agencies to learn more about what types of DEIA practices and opportunities exist. The agency is committed to learning from industry regarding barriers to adoption and implementation of DEIA actions, as well as understanding best practices for GSA-funded construction projects. GSA is also seeking opportunities to consistently use such information and specifications in the future to improve DEIA outcomes.

“Leveraging insights from our industry partners is an important part of the work the federal government is doing to move the needle on equity for communities across America,” said Andrea M. GSA Launches New Acquisition Advisory Committee to Address Climate Crisis and Increase Sustainability

WASHINGTON — The U.S. General Services Administration (GSA) today announced plans to create a new GSA Acquisition Policy Federal Advisory Committee (GAP FAC). The GAP FAC will advise GSA on using acquisition tools and authorities to target high priority challenges like addressing the climate crisis and increasing sustainability across government. GSA will solicit nominations for potential committee members, and selection will be made based on Federal Advisory Committee Act requirements and the potential member’s background and qualifications.

“We have a responsibility as the world’s largest buyer to solicit ideas from top experts in both the public and private sector about how we approach acquisition, particularly in regards to priorities like advancing sustainability and tackling climate change,” said GSA Administrator Robin Carnahan. “I look forward to seeing how this committee can help uncover new strategies and approaches to help us buy cleaner.”

The GAP FAC will advise GSA on emerging acquisition issues and challenges, as well as opportunities to advance GSA’s role as America’s buyer. The committee’s initial focus will be on driving regulatory, policy, and process changes required to increase climate and sustainability considerations within federal acquisition.

The GAP FAC will comprise a cross-section of government and industry including representatives from federal agencies, state and local government, industry associations, and academia.

“GSA welcomes opportunities to increase diversity, equity, inclusion, and accessibility on its federal advisory committees,” said Krystal Brumfield, Associate Administrator for the Office of Government-wide Policy. “The GAP FAC will allow GSA to tackle acquisition policy, workforce, and industry partnership challenges through expert advice from a diverse group of stakeholders. I’m looking forward to receiving innovative solutions to address the climate crisis and increase sustainability, as well as considering other emerging acquisition issues.”

The GAP FAC will operate in accordance with the provisions of the Federal Advisory Committee Act (FACA). Consistent with FACA and its requirements, each meeting of the GAP FAC will be open to the public unless otherwise notified in accordance with the Government in the Sunshine Act, and those meetings will be fully accessible to individuals with disabilities. GSA delivers new Measurement Systems Laboratory at NASA’s Langley Research Center

PHILADELPHIA, PA – The U.S. General Services Administration’s Mid-Atlantic Region has completed construction of a new, state-of-the-art Measurement Systems Laboratory at NASA’s Langley Research Center campus in Hampton, Virginia. This 5-story, 175,000-gross-square-foot facility is a cutting-edge and sustainable lab designed to perform research and development in direct support of NASA’s mission in space exploration, science and aeronautics.

“GSA has a great partnership with NASA, and this laboratory represents our latest collaboration to bring cutting-edge facilities to Langley,” said Joanna Rosato, acting regional administrator for GSA’s Mid-Atlantic Region. “The research that will take place in this new facility will help Langley deliver on its core mission to make revolutionary improvements to aviation, expand understanding of Earth’s atmosphere and develop technology for space exploration.”

The NASA Langley Research Center and GSA Mid-Atlantic Region have been collaborating, implementing and co-managing a 20-year revitalization program. The program is fundamental to ensuring Langley remains a critical research and development center for NASA well into the 21st century. The goals are accomplished through reducing the center’s footprint; incorporating a healthy, pedestrian-friendly environment; and transforming the remaining infrastructure to be energy efficient, sustainable and adaptable to changing mission and societal needs.

“NASA’s partnership with GSA has enabled us to be good stewards of taxpayer dollars through reduced maintenance costs and good stewards of our environment through energy efficient facilities. Most importantly, this state of the art laboratory will enable us to make great strides toward our quest to reach for new heights to reveal the unknown for the benefit of all humankind,” said Clayton Turner, Langley’s center director.

On January 11, 2022, the U.S. Green Building Council designated the new Measurement Systems Laboratory with LEED New-Construction Gold certification. The MSL project’s sustainable highlights include:

  • Reducing water usage by over 31% through low-flow and flush fixtures; additionally no irrigation was necessary for the native landscaping.
  • Reducing stormwater runoff through urban bioretention planters.
  • Saving two on-site mature London plane trees through conservation efforts.
  • Executing increased ventilation through enhanced commissioning, measurement and verification to achieve outstanding mechanical system performance and 28% energy cost savings.
  • Diverting 94% of on-site construction waste from landfills.
  • Sourcing 63% of regional materials within 500 miles of the project site.
  • Utilizing 34% of building materials manufactured from recycled materials.
  • Maximizing natural daylight and low workstation heights to filter daylight into core open work areas.
  • Designating 5% of parking spaces for low-emitting and fuel-efficient vehicles.
  • Establishing a purchase agreement for green/renewable power.
