GSA, USPS Credentialing Collaboration Expands Nationwide to Local Post Offices

WASHINGTON — The U.S. General Services Administration (GSA) and the United States Postal Service (USPS) will open six additional USAccess Credentialing Post Office Sites (CPOS) nationwide this summer, with plans to have a total of 22 CPOS operating nationwide by close of 2022. This aligns with the goal to strengthen and empower the federal workforce by giving them more options to enroll, receive, and update their security credentials at a designated USPS location, even on the weekends. By making credentialing easier for federal workers, we ensure the continuity of services for the American people.

The first group of expansion sites are projected to open in the following cities:

  • Sacramento, California
  • New York
  • Houston
  • Lakeland, Florida
  • San Marcos, Texas
  • Fredericksburg, Virginia

“This offers new opportunities for USAccess to expand to needed areas and address the shifting federal workforce, making shared services more accessible,” said Laura Stanton, assistant commissioner, Federal Acquisition Services, Information Technology Category.

Successful Pilot Program

The USAccess Point pilot launched November 5, 2020 to:

  • enhance customer service,
  • create efficiency,
  • and prove federal services can be delivered by leveraging the nation’s largest retail infrastructure.

“The U.S. Postal Service’s expanded relationship with GSA USAccess is an excellent, real-world example of delivering services closer to where they are needed,” said Jeff Tackes, USPS director of Digital Business Services. “By partnering with all levels of government to engage and provide services for citizens, the U.S. Postal Service increases government visibility and increases revenue. This program aligns perfectly with the Postmaster General’s Delivering for America plan.”

This proven collaboration between GSA and USPS was instrumental in extending USAccess credentialing services for the federal workforce and federal contractors to more locations.

The Technology Modernization Fund Announces $9 Million for Transformative Projects to Protect Personal Data, Modernize Key Systems at Two Agencies

Two newest Technology Modernization Fund (TMF) investments funded by American Rescue Plan boost cybersecurity and public-facing services at small agencies

WASHINGTON – Today, the Technology Modernization Fund announced investments to modernize key systems, transform operations, and safeguard Americans’ personal data at two small federal agencies, the U.S. Postal Regulatory Commission (PRC) and the Selective Service System (SSS).

The $9 million in funding represents the next set of investments funded by the American Rescue Plan, which provided the TMF with $1 billion to address urgent technology modernization challenges and bolster cybersecurity across the federal government.

“The TMF is laser-focused on delivering impact and value for taxpayers, and these strategic investments will have an outsized benefit for the public,” said GSA Administrator Robin Carnahan. “Hundreds of millions of Americans interact with the U.S. Postal Service and Selective Service, and these investments in the U.S. Postal Regulatory Commission and Selective Service System will make those interactions easier, more responsive, and more secure.”

“These investments will support transformational change at these two agencies, which is exactly what the TMF is here to do,” said TMF Board Chair and Federal CIO Clare Martorana. “This funding will allow the PRC to modernize internal and public-facing tools, and give their customers a better digital experience. And it will allow SSS to move quickly to scale technical operations to meet the nation’s needs through a cloud-first software and data architecture that protects the data of millions of customers.”

The TMF offers a flexible funding model for agencies to deliver results quickly and incrementally through defined milestones and ongoing oversight. Agencies identify critical needs and submit initial proposals, which are assessed by the TMF’s cross-functional team of technical and program evaluators. These evaluators identify promising proposals and work with agencies to improve project plans prior to consideration by the TMF Board.

These two investments resulted from close collaboration between the TMF and project teams, and will modernize key systems, improve cybersecurity, and make services more accessible to the public:

  • IT Modernization, U.S. Postal Regulatory Commission (PRC) The PRC is a small agency with a big mission: independent oversight of the U.S. Postal Service (USPS), a global operation that delivered over 128 billion pieces of mail in FY 2021 and operates more than 34,000 post offices. The PRC provides critical oversight of postal pricing and collects public input on USPS decisions such as the opening and closing of post offices. This TMF investment will modernize the PRC’s website and key systems, allowing the public to more easily access and participate in the Commission’s proceedings and equip PRC staff with resources to more effectively provide oversight of USPS operations.
  • Registration and Verification Modernization, Selective Service System (SSS)The SSS is a small agency charged with registering all male U.S. citizens and immigrants residing in the United States between the ages of 18 and 25 in preparation for any mobilization for national defense. The SSS’s team of 115 manages over two million Selective Service registrations and approximately six million enrollment verification checks annually. These checks ensure eligibility for student aid, over four million federal civilian and local government jobs, and free job training. This TMF investment will bolster cybersecurity and protect the personal information of tens of millions of Selective Service registrants.

The TMF process can be especially valuable for smaller agencies, whose budgets and technical staff are often stretched thin. TMF funding is both predictable and incremental, offering smaller agencies a unique opportunity to fund transformative initiatives which might otherwise be difficult to sustain under the annual appropriations system.

“We are grateful for the TMF Board’s investment in the PRC’s proposal to modernize its IT infrastructure and the assistance provided by GSA throughout this process,” said PRC Secretary and Chief Administrative Officer Erica Barker. “GSA supported the Commission with a program management team that helped us through every stage, from initial proposal creation to evaluation before the TMF Board. The TMF investment will accelerate the deployment and scaling of key initiatives, helping the Commission meet its mission of ensuring the transparency and accountability of the Postal Service to the American public.”

Funds for TMF projects are distributed incrementally and are tied to performance targets and delivery milestones which are assessed at quarterly board reviews. The program management office at GSA also provides hands-on technical support to project teams throughout the project lifecycle to ensure successful execution.

GSA Announces Public Auction for Nearly 51 Acres of Land in South Weymouth, MA

BOSTON – The U.S. General Services Administration (GSA) is hosting an online auction of approximately 51 acres in South Weymouth, MA, as part of its mission to deliver value and savings in real estate, acquisition, technology, and other mission support services across the government.

The site is listed on GSA’s real property website (real estate sales.gov) as Weymouth Woods and was a former housing site for the US Coast Guard.

  • Located at Shea Memorial Drive, South Weymouth, MA 02190
  • Consists of two non-contiguous parcels
    • The larger parcel is 50.31 acres, with frontage on Shea Memorial Drive
    • The smaller parcel is 0.77 acres, with access from Memorial Grove Avenue
  • Offered “AS IS” and “WHERE IS”

Property Details

The Property was transferred from the U.S. Navy to the U.S. Coast Guard in 1998 and included a mix of four-plex, three-plex and single-family units totaling 165 residential units. Demolition of the housing units began in 2003 and was completed in 2015, leaving a few ancillary structures (e.g., garages, administrative building).

The property is improved with:

GSA and NOMA Collaborate to Expand Support for Diversity in Architecture

New MOU seeks opportunities to expand engagement, collaboration, and knowledge sharing in support of architects from underrepresented groups

WASHINGTON – The U.S. General Services Administration and the National Organization of Minority Architects (NOMA) have signed a memorandum of understanding (MOU), which will enhance access to business opportunities for architects from underrepresented groups. NOMA looks to increase growth opportunities for architects and designers of color, which includes increasing internship and employment opportunities in the government sector.

The MOU supports GSA’s initiative to connect small businesses with people and resources — including resources available through the Office of Small and Disadvantaged Business Utilization — to help them succeed. The partnership also advances the Biden-Harris Administration’s efforts to address barriers that underserved communities and individuals face in accessing agency procurement and contracting opportunities.

Through the MOU, GSA will:

  • encourage NOMA students to apply for internship positions through GSA’s Pathways Program,
  • present training and informational sessions to NOMA members covering GSA hiring processes for interns and recent graduates, and
  • create online virtual sessions on upcoming business opportunities with GSA and overviews on how to pursue contracts with the U.S. government.

“GSA and NOMA have a longstanding partnership working on enhancing access to business opportunities for minority architects,” said GSA Public Buildings Commissioner Nina Albert. “Our new mutual commitment to connect architects from underrepresented groups with the training and education needed to succeed in federal real estate ensures the best possible and highest quality people and resources are available to deliver value and savings in real estate.”

CHICAGO – The U.S. General Services Administration announces the opening of a public auction for 1101 Mills Road, Joliet, Illinois, on March 1 at 2 p.m. CT. Through this auction, GSA seeks to find a new owner for the property while creating the greatest possible value for taxpayers.

This public sale is an example of the federal government’s continued efforts to reduce its inventory of properties. GSA is facilitating the disposal of this property, which ultimately will help reduce the federal real estate footprint and create savings for taxpayers.

Site Details

  • Located at 1101 Mills Road, Joliet, Illinois
  • The property is 25.53 acres including 0.69 right-of-way acres and associated improvements, two 50-square-foot former stone ticket booths, one 3,140-square-foot storage building, and bleachers totaling 3,240 gross square feet.
